Our On Site Manager is typically your first contact when you have community-related questions or problems. The photo directly to the left is of the Manager's Office which is located on Pawnee adjacent to the Community Center. To reach the office call (818) 346-9252. Hours are Monday- Friday 9:00- 5:00PM.
Our community management company can be reached 24 hours/7 days a week at this number. For a community emergency, please note that you will need to contact Lordon Management directly rather than our onsite management office if it is outside regular onsite management hours. David Soliz- On Site Manager
Background: David Soliz has more than 20 years of experience in business, management, and engineering. He joined Lordon Management in January 2004 as On Site Manager for Top O' Topanga Community Association. Previously, he worked for Bank of America, Union Bank and Great Western Bank as a Business Analyst, Systems Analyst and Manager.
His managerial responsibilities include: 1. New resident application; 2. CARE/FERA programs sponsored by SCE; 3. Architectural Committee submissions; 4. Coordinate new house installs with the developer, state, park agent, and the HOA; 5. Coordinate Clubhouse rentals; 6. Coordinate RV Rentals; 7. Coordinate Pet Agreements; 8. Contact vendors and act as a liaison between the vendor and the HOA; 9. Contact Security when Security posting orders are not being adhered to; 10. Organize/maintain files and office; 11. Record board minutes; 12. Prepare Manager Report; 13. Assist in updating HOA guidelines; 14. Manage the issuance of car gate keys and pool keys; 15. Schedule annual gas maintenance (gas leak survey, 10% meter swapping); 16. Semi-annual tree trimming.

Frank Lagunas- Maintenance Supervisor
Frank has been with Top O' Topanga's community for over 15 years. He has maintained and repaired the water system, Clubhouse, storm drains, streets, pool/jacuzzi, laundry facility, slopes, street lights, irrigation/sprinkler systems, car gates, recreational areas, lighting, and parks. His maintenance and landscaping of the common areas is professional. Frank's experience and knowledge is invaluable and he is a critical resource in the maintenance, repair, and operation of Top O' Topanga.

Donalea Bauer- VP of Lordon Management
Donalea Bauer, VP of Lordon Management, has been with the company since 1976. She holds certifications through CACM and CAI and also has a real estate license. She went into the field as a career because she enjoyed the complexities of the industry and enjoys working with clients directly. She worked in the insurance and legal departments at Lordon before attaining her current position. Donalea has four children and is a native Californian.

Ria Maggie Carrillo- Lordon Management
Ria Maggi Carrillo has many years of experience in management. She joined Lordon Management in 2008 as a Community Association Manager for Top O' Topanga Community Association. Ria's responsibilities are: weekly site inspections, resident relations (letters to homeowners, addressing resident concerns, etc.), vendor contacts, board advisement, resolution to action items, monitoring of board meeting, documenting and packaging of all monthly activities for Top O' Topanga, setting Board Meeting agenda, and presenting monthly Board Meeting Packets.
